As you have not submitted the appropriate tax return for the year that never was, we find that rather than consider you for a rebate for that year, we must charge you a full twelve months of tax in respect of non-payment for the year that never was, plus an additional penalty charge for failing to lodge an appropriate tax return for said year.

An interesting question, Rosie. I suspect it is because we SAY it the wrong way around. forms come form speech. Brits say 'the thirteenth of December', hence 13/12/12. Americans say 'December thirteenth', hence 12/13/12.
Of course we do a number of things a bit backwards from the rest of the world: -We don't use metric measures. -We don't use Celsius temperatures. -We don't use a sensible way of expressing the date (since it makes much more sense for the day to come first to my mind).
But no one ever accused Americans of being sensible (our delusions to the contrary notwithstanding LOL)

Well seeing as the year is actually 2012 and none of these 'significant' dates actually exist, thank goodness!
Now if those yanks could get around to putting numeric dates in the 'right' order, that might be worth celebrating!

I think your first two 'backwards' points are very sensible and wish it was still the same here. So confusing here these days as I'm sure you know.
