EU Mass Surveillance Project Revealed



Statewatch, the civil liberties body that monitors the EU, has gained access to Council of Ministers Conclusions that reveal that Brussels now want law enforcement agencies in its member countries to build lists of political activists as part of a 'systematic data collection'.

Those responsible in the member countries for acquiring the information on 'agents of radicalisation' have been sent, by the EU, a 'data compilation instrument' that includes a list of 70 questions they are requested to answer.

This involves discovering who targeted activists socialise with, family members, psychological traits, religious affiliation, activities, economic status and, very revealingly, 'oral comments' - presumably ascertained through phone taps.

What actually constitutes being considered to be an 'agent of radicalisation' is not defined to any degree of detail and leaves open the door to wide categories of people finding themselves of potential interest to EU agencies.

The EU documents refer to 'extreme right/left, Islamist, nationalist, anti-globalisation' groups as some of those qualifying for surveillance. Europol, the EU's fledgling FBI equivalent, will pull together the information gathered at the member state level.

This move by the EU to document and keep under surveillance political activists follows on from the establishment of Project Indect which York University and the Police Service of Northern Ireland are spearheading in the UK with £10m of Brussels funding.

When will people waken up to the EU's destruction of our freedoms?

thanks SR ... I've inserted it into the nationalists networks. Hope it spreads - onto the European mainland too, I hope. Plenty of people there don't like this stuff any more than we do.

Not sure if this is the Gestapo or the Stazi in its intent, but make no mistake, if you are not one of them, you will be targeted by them, so you/we are all marked.

Sorry Captain, it includes rockers of boats,(they get seasick very easily).

See these democratic nationalists they are a danger to democracy and are to be tracked, why the blighters even vote and guess what else, the swine don't believe a word the BBC tell them!!

After having read the document at
"Statewatch" at the top of this item,I am becoming convinced that the main cause of IN-security in the EU is the actions of the EU governments themselves, because they seem to be a lot more insecure for their own positions than the general public are for theirs. Very probably with good reason by the way they treat their citizens.

I saw the way the 'EUSSR' was heading, several years ago, which is why I quit my permanent job, and went "consulting" in Norway ...

Norway and Switzerland are European, but will NEVER join the EU !!!! ...

If I was 20 years younger CS I would move to Switzerland. Now I don't have enough money to do so and their rules for incomers are strict. Mind you, here in this geriatric paradise, it's not so bad.

"Extreme right" presumably means anyone to the right of Blair or Cameron (though I dispute the meaning and relevance of the old left/right terms); "Nationalist" means anyone who doesn't support The Project, and no doubt there's a hidden category for Global Warming realists (ie, deniers as they would say).

And of course if you put your head above the parapet by blogging or commenting on blogs, then obviously you're a suspect and therefore a criminal.

I reckon I qualify on all counts.

Wonder when the 3 a.m. knocks on the door will start?

Subrosa - thanks for drawing people's attention to this - in particular for the link to INDECT.

For anyone who is interested, the outline of Work Package 4 in the INDECT project - which covers: "the development of key technologies that facilitate the building of an intelligence gathering system by combining and extending the current state-of-the-art methods in Natural Language Processing"

was leaked to Wikileaks some time ago. You can download it here.

For anyone who doesn't know how these EU funded research projects work - each project is broken down into specific work areas ('Work Packages'), usually with one particular institution in the research consortium taking the lead on that WP if they have a specialisation in that area (in this case, the University of York - bastards).

This document does not give the final specification to INDECT - the project is still ongoing and this is simply unknowable until it comes to an end. However the above document is very detailed and gives great insight into INDECT's methodology - sufficiently so that it is possible to counter it.

For anyone interested I am working on two applications that will provide the basis for beginning an active resistance to this kind of passive surveillance.

The first - which is almost ready for beta testing and will be available within a few weeks at the domain: censoring.me - I still need beta testers however. The application is a reporting mechanism for people to report when they have been censored online; the primary targets are mainstream news websites and blogs run by people who hold high office (MPs and above). Any help testing would be appreciated; I pretty much have the technical side in the bag but really need to tune the user interface and work out the specific functions the site will offer.

The second is a very in depth piece of computer science. I have been submitting it as a research proposal to several universities and have been getting a lot of interest. I can't share many details of it openly because it is a novel idea that hasn't been capitalised on yet. If I can get this application working as a prototype I can expand its capabilities to provide a distributed piece of software that will enable its users to run active interference on any attempts - such as INDECT to passively monitor them. I'm happy to share the proposal with anyone interested in working on it with me - *please note* - I am actively seeking funding for this project and aim to do so (if I am persistent) within a year. Also I'd ask anyone who reads it to give me a promise of confidentiality until a prototype application is ready to roll.

Very very much appreciated Subrosa.

I will be actively promoting the first application (censoring.me) on my blog and anywhere else I can as soon as the beta is running, however any interest beforehand would be good for both beta testing volunteers and actual users (plus, looking to the future, some help with admin if it gets a lot of traffic).
